My Airbag Readiness Light started blinking. I took vehicle to dealer for service. No trouble codes were found. Issue was found with Passenger Presence Module. Dealer advised that this is part of the seat that has been discontinued and that no repairs are available for the vehicle. I found a GM Engineering Information bulletin on your website that states the exact conditions that I am seeing with my vehicle. It instructs Technicians to replace two modules and two sensors and to send the old parts to GM Engineering for root cause analysis. But apparently, these parts have been discontinued. I now have a vehicle in which the airbag protection system may not work properly, especially to protect an occupant in the passenger seat, and there is no fix. I don't understand how a vehicle that is only six years old cannot have parts to make repairs.
The contact owns a 2015 Chevrolet City Express. The contact received notification of NHTSA Campaign Number: 25V676000 (Fuel System, Gasoline); however, the part to do the recall repair was not yet available. The contact stated that upon exiting the vehicle on several occasions, the contact felt an electrical shock from the exterior of the front driver's side door. The contact had replaced the batteries; however, the failure persisted. Additionally, the contact stated that the vehicle was difficult to start. The contact stated that upon disconnecting the fuel pump fuse and connecting an aftermarket fuse to the vehicle, the vehicle was able to start. The contact switched the original and the aftermarket fuse as needed to start the vehicle. There was no warning light illuminated. The contact stated that the vehicle recently failed to start. The contact received a second recall notification, and the vehicle was towed to the dealer, where the contact was informed that a wiring harness needed to be replaced; however, the recall part was not yet available and needed to be ordered. The vehicle was not repaired. The contact stated that the manufacturer had exceeded a reasonable amount of time for the recall repair. The manufacturer was not made aware of the failure. The failure mileage was approximately 107,000.
The contact owns a 2015 Chevrolet City Express. The contact’s spouse stated that while starting the vehicle, the message “Passenger Air Bag Off” was displayed. The contact owns a 2015 Chevrolet City Express. The contact stated that while operating the vehicle, the front driver's and passenger’s side air bag warning lights remained illuminated. The contact stated that initially the front passenger’s side warning light was illuminated and one month later the front driver’s side air bag warning light remained illuminated. The cause of the failure has not yet been determined. The local dealer and manufacturer were notified of the failure, but no assistance was offered. The failure mileage was 33,000.
I had purchased a set of four Cooper Discoverer HT3 185/60R15C 94T C Tires on 09/11/20. Since that time, three of the four Tires have failed due to Sidewall Failure. Luckily, the scenarios did not result in "Blowouts" in which control of the vehicle would have been compromised. I returned to the National tire and Battery where the tires were purchased after the first incident and was told that the Sidewall Damage was my fault as I had obviously hit a curb. I informed the young man in charge that this was highly unlikely as it was the inner Sidewall of the Tire and no "Scuff Marks" were present. He declined to assist me in any warranty replacement as I did not purchase their "Road Hazard Insurance". His attitude and lack of assistance has ended my affiliation with NTB!07
My vehicle was never corrected for the Recall described below, from my recollection. My understanding is that the 2015 Chevrolet City Express van was recalled due to an issue with the passenger-side airbag sensor, which could incorrectly classify an adult passenger as a child or classify the seat as empty despite it being occupied. The defect: in affected vehicles, the front seat passenger Occupant Classification System (OCS) may incorrectly classify an adult passenger as a child or classify the seat as empty despite it being occupied. As a result, the passenger frontal air bag may be turned off and not deploy in the event of a crash. The hazards: if the passenger frontal air bag does not deploy as intended in the event of a crash, the passenger is at an increased risk of injury. Affected vehicle: Chevrolet 2015-2016 Chevrolet City Express [XXX] INFORMATION Redacted PURSUANT TO THE FREEDOM OF INFORMATION ACT (FOIA), 5 U.S.C. 552(B)(6).

The basics
How to read this data
Complaints, recalls, investigations — here’s what each number actually tells you about a used Chevrolet CITY Express, in plain English.
What is an NHTSA Complaint?
An NHTSA safety complaint is a report filed directly by a vehicle owner or driver describing a safety-related issue. Anyone can submit a complaint at NHTSA.gov. The number of complaints is a signal of how common a problem is — but complaints per model-year matter more than raw totals, since popular vehicles naturally receive more reports. The Chevrolet CITY Express has 14 complaints on record across 4 model years.
What is a Safety Recall?
A safety recall is a mandatory campaign issued by NHTSA when a vehicle component poses an unreasonable risk to safety or does not comply with federal motor vehicle safety standards. Unlike complaints (which are owner-reported), recalls are formally investigated and confirmed by regulators. Manufacturers must fix recalled vehicles free of charge. The Chevrolet CITY Express has 7 recall campaigns in the NHTSA database.
What Are Crash Complaints?
Crash complaints are NHTSA filings where the owner indicates a crash occurred as part of the incident. 1 of the Chevrolet CITY Express's 14 complaints involved a crash. This metric is particularly important because it indicates how often defects resulted in actual collisions — a key safety signal beyond general reliability.
How Is the Reliability Verdict Calculated?
The reliability verdict (Good) is generated by analyzing the vehicle's total complaints, recall history, crash complaint ratio, fire complaint ratio, and top component failures relative to class averages. This verdict gives buyers a quick interpretation before they review year-level details and VIN-level history. It should be treated as one decision input, not a substitute for a VIN-specific report.
Why Do Newer Years Have Fewer Complaints?
Newer model years appear to have fewer complaints because there has been less time for owners to file them. Complaints accumulate over years of ownership. A 2020 model year vehicle will typically show fewer complaints than a 2015 model year even if it is less reliable — simply because fewer owners have had time to report issues. Focus on complaints per year of market presence when comparing across model years.
Fleet Data vs. Individual VIN
Everything on this page reflects aggregated data across all Chevrolet CITY Express vehicles on the road — not any specific car. Two Chevrolet CITY Express vehicles of the same year can have very different histories: one may have been in three accidents and have an open recall; another may be clean. A VIN check gives you the individual car's history: accidents, title brands, odometer records, service history, and real-time recall status.
What Are NHTSA Investigations?
When NHTSA receives a pattern of related safety complaints, it opens a formal investigation. A Preliminary Evaluation (PE) is the first stage — NHTSA determines if a safety defect may exist. If evidence is strong, it escalates to an Engineering Analysis (EA), which can result in a mandatory recall. The Chevrolet CITY Express has 0 investigations on record (0 active). Investigations listed above may have already led to the recalls shown on this page.
